2026 HSA changes for bronze plans, catastrophic plans, and direct primary care

Bronze and catastrophic coverage

The new rule treats bronze and catastrophic plans available in the individual market as HSA-compatible even when the plan would not otherwise meet every traditional HDHP requirement. Eligibility still depends on the person's other coverage and Medicare status.

Direct primary care arrangements

Beginning in 2026, certain direct primary care arrangements do not disqualify an individual from HSA contributions, and HSA funds may pay qualifying direct primary care fees. Statutory fee limits and the arrangement's services matter.

Telehealth relief

HDHPs may cover telehealth and other remote-care services before the deductible without destroying HSA eligibility for plan years beginning after December 31, 2024. The IRS describes this relief as permanent.
