HSA planning when retiring before Medicare
Coordinate final payroll contributions, replacement coverage, premium exceptions, receipts, and the later Medicare cutoff.
Before Medicare, a retiree may keep contributing only while remaining HSA-eligible. COBRA or Marketplace coverage must independently satisfy HSA rules, while some transition premiums can be paid from existing funds.
Build a month-by-month transition
Record the last employer-plan month, replacement coverage effective date, HSA qualification, FSA or HRA access, unemployment months, and expected Medicare application. Recalculate when any item changes.
Preserve liquidity and evidence
Decide which current costs to pay from cash versus the HSA, but keep receipts either way. Existing assets can pay qualified out-of-pocket costs and specified transition premiums after contributions stop.
Example and common mistake
A 63-year-old selects a Marketplace plan with a large deductible but no HSA-qualified designation. Continuing automatic deposits may create excess. Assuming every high-deductible Marketplace plan is compatible is the mistake.
Separate contribution years from spending years
Map coverage from retirement through Medicare. Contributions require monthly HSA eligibility, while an existing balance can continue paying qualified expenses after eligibility ends. Confirm whether COBRA or a retiree plan is HSA-qualified and whether any retiree HRA becomes available before assuming deposits can continue.
Build a cash-flow plan for COBRA premiums, ordinary medical costs, and later Medicare premiums, noting which categories can receive tax-free HSA reimbursement. As Medicare approaches, calendar the application and possible Part A backdating. Preserve old receipts only when the expenses were incurred after the HSA was established and remain unreimbursed.
